Functions
of Foreign Affairs Department of Ba Ria-Vung Tau Province

Foreign
Affairs Department is a specialized office under the People’s
Committee of Ba Ria-Vung Tau Province. It assists the People’s
Committee in establishing and controlling locally diplomatic
activities basing on Governmental policies as well as State
Laws, in establishing the State management responsibility, and
instructing completely the work of Overseas Vietnamese in Ba
Ria-Vung Tau. Among other related offices at different levels,
Foreign Affairs Department is a head office on the matters
concerning Overseas Vietnamese. It also helps Oversea
Vietnamese in contact with other related offices.
Foreign Affairs Department is led and instructed directly by
the People’s Committee of Ba Ria-Vung Tau Province in all
aspects, and simultaneously, guided by Ministry of Foreign
Affairs in professional skills.
Foreign
Affairs Department has its juridical status, its own seal and
account at the State Bank.
Rights and duties of Foreign Affairs Department
of Ba Ria-Vung Tau Province
1. To
be of service of the People’s Committee in popularizing,
guiding, and supervising external relations in accordance with
State laws.
2. To
coordinate with other local offices to petition provincial
leaders for directions of foreign relations in Ba Ria-Vung Tau
Province according to State diplomatic policies with the aim
of solving socio-economic problems, maintaining political
security, strengthening friendship and foreign cooperation.
3. To
help the People’s Committee of Ba Ria-Vung Tau Province to
welcome and entertain foreign guests coming here to do
business; to organize representatives of provincial leaders to
go abroad; to consolidate the number of delegation coming and
going out of the province so as to submit reports to the
People’s Committee; to prepare interpreters for meetings
between the Provincial leaders and foreign guests.
4. Together
with other related offices, to petition the Provincial
People’s Committee for directions, forms, and partners in
terms of foreign cooperation; to help the People's Committee
supervise, and boost the implementation of signed contracts
among the province and other foreign partners.
5. To
act jointly to other specialized offices having jurisdiction
in controlling activities of foreign offices or organizations
located in Ba Ria-Vung Tau Province, and foreigners working
here basing on Vietnamese and international laws.
6. To
be a head office in settling consul matters having external
elements such as the person, property, exit and entrance,
provisional stay etc. according to various levels and current
regulations; to coordinate with other authority offices in
counseling the People's Committee about how to solve matters
of border, territory, sea area, islands, the violation of
Vietnamese laws of foreigners and foreign ships, and other
matters having foreign elements with the aim of preserving our
security, sovereignty, and territorial integrity.
7. To
cooperate with other related offices in making plans on the
work of foreign information in the province, then submit them
to the People's Committee for approval; to monitor and carry
out foreign information activities such as :

Popularizing
the Communist Party and States policies, important
guidelines in such fields as politics, economy, culture,
society, security and defense.

Introducing
history, culture, geography, revolutionary tradition,
beautiful landscapes, and people in Ba Ria-Vung Tau;
potentials and investment opportunities; lists of projects
calling for investment; policies encouraging foreign
investment in the province.
8. Guiding,
helping, and supervising activities of diplomatic corps,
foreign correspondents who visit and work in the province;
participating and working in the provincial MIA team.
9. To
assist the People’s Committee of Ba Ria-Vung Tau Province in
concretizing and instructing the implementation of State
policies on Overseas Vietnamese living abroad.
10. To
help Overseas Vietnamese contact and coordinate with local
departments in various levels, public unions, and offices in
such fields as economy, technique, society, and culture; to
guide Overseas Vietnamese in operating activities in
accordance with State Laws and current rules.
11. To
be a head office responsible for diplomatic activities of the
State as well as of Ba Ria-Vung Tau Province in connection
with Ministry of Foreign Affairs.
12. To
be of service to the People’s Committee of Ba Ria-Vung Tau
Province in monitoring and collecting foreign activities of
other local departments at different levels, public unions as
well as the work of Overseas Vietnamese with the aim of
preparing periodical reports or irregularly ones to provincial
leaders and Ministry of Foreign Affairs, and guaranteeing the
foreign information work for other local offices.
13. To
set up training courses for provincial officials working in
foreign affairs.
